Social Security
BAI Chen is the Director and Associate Professor of the Social Security Department at the School of Labor and Human Resources, Renmin University of China, and a part-time researcher at the National Development Research Institute of Peking University. He holds a Bachelor of History from Peking University, a Ph.D. in Administrative Management from the School of Government Management at Peking University, and completed a postdoctoral fellowship in Applied Economics (Population Economics) at the National Development Research Institute of Peking University, mentored by the renowned experts Professor Zeng Yi in population and aging issues, and Professor Gu Xin in social policy.
His research focuses on healthy aging and social security, livelihood and regional economic development, equalization of public services, common prosperity, and employment promotion and protection. He has led and participated in numerous national projects, including those from the National Key R&D Program of the Ministry of Science and Technology, the National Social Science Fund, and the National Natural Science Foundation, as well as provincial and ministerial projects and local policy evaluation projects for the National Development and Reform Commission, the Health Commission, and the Ministry of Human Resources and Social Security.
He has authored several internal references for livelihood and industrial policy reforms and has received directives from central and ministerial leaders as the main drafter. He has published over thirty papers in both Chinese and English in leading journals such as "Chinese Public Administration," "Economics (Quarterly)," "Fiscal Studies," "China Soft Science," "The Lancet," and "BMJ," with some papers being reprinted in "Renmin University of China Materials." He is the author of "Chinese Employment Promotion Policy: Assessment and Prospects," and has contributed to think tank publications such as "China 2049: Toward a Leading Global Economy," "China 2049," and "Forty Years of Chinese Economics."
